A Win for Free Speech on Campus
With a unanimous vote from the Texas Senate, SB 18 prohibits Texas universities and colleges from banning any controversial speakers and deems common outdoor areas as traditional public forums. The bill also instructs each campus to "adopt a policy detailing students' rights and responsibilities regarding expressive activities at the institution."
TACT considers this a win for its Legislative Agenda. SB 18 was authored by Sen. Joan Huffman, Chair of the Texas State Affairs Committee, which is one of the committees TACT members visit every Legislative Day. We were able to discuss this topic with the committee staff before it was introduced.
