Texas House Bill 2820 eliminates the 2.75% cap on annual expenses on financial products in 403(b) accounts for Texas faculty. The bill also does not require retirement funds to register with the Texas Retirement System.
The rules are changing, because you now have the choice to invest elsewhere. According to the Oct. 27 Dallas Morning News article "Bill declares open season on Texas teachers' retirement funds', you are better off investing independently.
